CNCIR CERT CERTIFICATION SERVICES

The National Company for the Control of Boilers, Pressure Vessels and Lifting Installations, established by Government Decision No. 1.139/17.11.2010, published in the Official Gazette of Romania No. 779/22.XI.2010, with the Romanian state as the sole shareholder, is a national company of strategic interest whose main object of activity is the realization of technical tests and analyses, CAEN code 7120.

The National Company for the Control of Boilers, Pressure Vessels and Lifting Installations was established in 2010, after the reorganization through the division of ISCIR according to Government Ordinance no. 22 of 18.08.2010, published in the Official Gazette no. 779/22.11.2010.

The National Company for the Control of Boilers, Pressure Vessels and Lifting Installations operates under the authority of the Ministry of Energy.

Through its policy, the National Company for the Control of Boilers, Pressure Vessels and Lifting Installations is consistent in mobilizing efforts to ensure the safe operation of pressure installations/equipment, lifting installations and fuel-consuming devices, provided in annex no. 2 and 3 to Law no. 64/2008 with subsequent amendments and additions.

Starting from 2019, CNCIR S.A. is designated by Law no. 49 regarding the safe operation of pressure installations, lifting installations and fuel-consuming devices and for the modification of other normative acts to carry out, on behalf of the Romanian state, the checks according to the Technical Prescriptions issued by ISCIR.

Since its establishment, CNCIR S.A. wanted to help the beneficiaries with complementary services to the main field of activity. Thus, the company has developed in the 12 years of activity a vast portfolio of services offered: analyzes and technical examinations carried out in the Destructive and Non-Destructive Testing laboratory, technical checks in use for investigations/technical examinations of installations/equipment, personnel certification, products and processes (Notified Body at the European Commission with no. NB 2558) and professional training activities for adults in the field regulated by ISCIR. The development of the services offered by CNCIR S.A. it was made possible by a management vision that would provide sustainability to the company in the medium and long term.

The services offered by CNCIR S.A. are accredited by the National Accreditation Body (RENAR) in the case of inspection, certification and testing services and authorized by the competent authority for technical verification services in use for technical investigations/examinations of installations/equipment and professional training activities of adults in the ISCIR regulated area.

CNCIR is the only Romanian company member of the TIC Council (Testing, Inspection and Certification Council), an international organization with over 90 members, whose objective is to inspire confidence worldwide as the voice of the independent testing, inspection and certification industry.

The CNCIR CERT certification body of CNCIR S.A. was established in 2013 by decision no. 10 / 11.07.2013 of the Board of Directors of CNCIR S.A. In 2014, it became a notified body of the European Commission, having been assigned the number 2558. Since its foundation, CNCIR CERT has developed its portfolio of services offered, and currently, CNCIR CERT carries out conformity assessment activities and certification activities of persons under RENAR accreditation in the following domains:

  • Transportable pressure equipment in accordance with provisions of the European Directive: 2010/35/EU – „TPED” (Transportable Pressure Equipment Directive), transposed into Romanian Legislation by G.E.O. no.126/2011, approved by law no.90/2012 and which fulfils the requirements of EN ISO/CEI 17020:2012 – „Conformity assessment — Requirements for the operation of various types of bodies performing inspection”, under Accreditation certificate no. ON 032.
  • Tank type superstructures for transporting dangerous goods, according to the ADR agreement (Agreement concerning the International Carriage of Dangerous Goods by Road), under Accreditation certificate no. OT 003.
  • Conformity assessment of pressure equipment in accordance with the provisions of European Directive 2014/68 / EU – “PED” (Pressure Equipment Directive), transposed into Romanian legislation by G.D. no.123/2015 and the requirements of EN ISO / CEI 17065:2013 – “Conformity assessment — Requirements for bodies certifying products, processes and services”, under Accreditation Certificate no. ON 101.
  • Certification of persons, according to the standard EN ISO / CEI 17024:2012 – “Conformity assessment – General requirements for bodies operating certification of persons”, for welding personnel and non-destructive examination personnel, under Accreditation certificate no. PS 086 and no. ON 053.
  • Certification of lifts and safety components for lifts, in accordance with provisions of the European Directive 2014/33/EU, transposed into Romanian Legislation by G.D. 410/2016, and the requirements of EN ISO/CEI 17065:2013 – “Conformity assessment — Requirements for bodies certifying products, processes and services”, under Accreditation certificate no. ON 104.
  • Certification of machinery, in accordance with provisions of the European Directive 2006/42/EC, transposed into Romanian Legislation by G.D. 1029/2008, and the requirements of EN ISO/CEI 17065:2013 – “Conformity assessment — Requirements for bodies certifying products, processes and services”, under Accreditation certificate no. ON 105.

 

CNCIR CERT is designated by the Ministry of Economy to carry out conformity assessment and certification activities of persons as follows:

 

  • Technical inspection body in operation VOCs (Volatile Organic Compounds) for petrol loading-unloading installations, located on the superstructure of car tanks and tank wagons, , designated by the Order of the Ministry of Economy.
  • Designated inspection body based on Order no. 207/2016 regarding the modification of the Order of the Ministry of Economy no. 971/2014 for the approval of the list of bodies designated to issue certificates of approval and certificates of conformity with the prototype in accordance with the Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), as well as the inspection for the certification of maintaining the conformity in operation for the transport of dangerous goods by road and for the packaging of dangerous goods by road.
  • Amusement Equipment Certification in accordance with G.D. no. 435/2010 on the regime of placing on the market and operation of leisure equipment, designated by the Order of the Ministry of Economy, Energy and Business Environment.
  • Transportable pressure equipment in accordance with provisions of the European Directive: 2010/35/EU – „TPED” (Transportable Pressure Equipment Directive), transposed into Romanian Legislation by G.E.O. no.126/2011, designated by the Order of the Ministry of Economy.
  • Certification of persons, according to the standard EN ISO / CEI 17024:2012 – “Conformity assessment – General requirements for bodies operating certification of persons”, for welding personnel and non-destructive examination personnel, designated by the Order of the Ministry of Economy.
  • Conformity assessment of pressure equipment in accordance with the provisions of European Directive 2014/68 / EU – “PED” (Pressure Equipment Directive), transposed into Romanian legislation by G.D. no.123/2015, designated by the Order of the Ministry of Economy.
  • Certification of lifts and safety components for lifts, in accordance with provisions of the European Directive 2014/33/EU, transposed into Romanian Legislation by G.D. 410/2016, designated by the Order of the Ministry of Economy, Energy and Business Environment.
  • Certification of machinery, in accordance with provisions of the European Directive 2006/42/EC, transposed into Romanian Legislation by G.D. 1029/2008, designated by the Order of the Ministry of Labor and Social Solidarity.

 

CNCIR CERT added to its portfolio of services the Management Systems Certification through the Management Systems Certification Body (OCSM) for the following management systems:

  • EN ISO 9001:2015 – “Quality management systems — Requirements”
  • EN ISO 14001:2015 – “Environmental management systems — Requirements with guidance for use”
  • EN ISO 45001:2018– “Occupational health and safety management systems — Requirements with guidance for use”
  • EN ISO 22000:2019– “Food Safety Management”
  • EN ISO 50001:2019– “Energy management systems — Requirements with guidance for use”.

  1. TPED TECHNICAL INSPECTIONS

 

CNCIR CERT has qualified and authorized personnel in the field, work equipment, specific measuring and monitoring equipment in order to carry out in the best conditions the inspections for the transportable pressure equipment:

  • cylinders of all types for compressed, dissolved and liquefied gases, under pressure, bearing the “π” conformity marking;
  • cylinder bundles with “π” conformity marking;
  • pressure drums and cryogenic vessels with “π” conformity marking;
  • fixed tanks (tank vehicles), demountable tanks, tank containers and mobile tank boxes, constructed of metallic materials, as well as battery-vehicles and multi-element gas containers (CGEM), both those circulating on the railway and road those with “π” conformity marking.

The TPED inspections that CNCIR CERT can perform are:

  • Periodic inspections of transportable pressure equipment;
  • Intermediate inspections of transportable pressure equipment;
  • Exceptional checks (after repairs) on these types of equipment.

 

CNCIR CERT can also perform conformity assessment activities (for new products), type-approval, manufacturing supervision, inspection and initial testing for all types of new pressure equipment, as well as supervision of the manufacturer’s internal inspection service.

CNCIR CERT can also perform Reassessment of Conformity for all types of pressure equipment mentioned above, in order to apply the “π” conformity marking in advantageous conditions in terms of quality / price.

Conformity reassessment for a tanker contains the following activities:
• Preparation of a complete technical documentation of the tank based on the ISCIR technical book;
• Elaboration of a program of non-destructive controls;
• Carrying out non-destructive tests with a non-destructive testing laboratory accredited by RENAR;
• Carrying out calculations in order to evaluate the technical condition of the tank, based on the results of measurements and non-destructive control bulletins (all these are based on the requirements of RID-ADR and TPED);
• Elaboration of a complete evaluation report of the technical condition of the tank;
• Carrying out an internal inspection of the tank container by the CNCIR CERT inspector;
• Carrying out the hydraulic pressure test, followed by a leak test, at the tank, by the CNCIR CERT inspector;
• Issuing of the CERTIFICATE OF CONFORMITY REASSESSMENT for the tanker and installation of the new stamp plate with the conformity marking „π 2558”.

  

2. ADR TECHNICAL INSPECTIONS

The ADR inspections that CNCIR CERT can perform are:
• Initial inspections (ITI);
• Periodic inspections (every 4-6 years);
• Intermediate inspections (annual);
• Exceptional inspections (after repairs, replacements, etc.).

The tanks where we can perform these types of inspections are:
• Class 2 with or without the “π” conformity marking:
– Azote
– Carbon dioxide
– Oxygen
– Hydrogen
– L.P.G.
– Butane
– Propane
– Mixtures of different gases

• Class 3, 4, 5, 8, 9 :
– Gasoline-diesel
– Bitumen
– Fuel Oil
– Environmentally hazardous liquids
– Chemicals etc.

 

3. VOCs TECHNICAL INSPECTIONS

Inspections that CNCIR CERT can perform are technical inspections in operation, meaning technical inspections of the loading equipment on the bottom of car tanks, vapor collection and overload protection of car tanks and petrol tank wagons and is considered to be compliant if the provisions of the Annex are respected no. 4 of Law 264/2017. The VOC technical inspections that CNCIR CERT can perform are:·       VOC technical inspections in operation for the gasoline loading and unloading facilities located on the superstructure of the car tanks, including for the bottom loading equipment, vapor collection and their overload protection;·       VOC technical inspections in operation for the gasoline loading and unloading facilities located on the superstructure of tank cars. The tanks where we can perform these technical VOC inspections are those of class 3, petrol.

 

4. ASSESSMENT OF CONFORMITY OF PRESSURE EQUIPMENT

 

CNCIR CERT is a Certification Body according to the standard EN ISO/CEI 17065:2013 – “Conformity assessment — Requirements for bodies certifying products, processes and services”, competent to perform the specific tasks of conformity assessment provided by Government Decision no. 123 / 25.02.2015 transposing the European Directive 2014/68/EU – PED (Pressure Equipment Directive), based on the RENAR Accreditation Certificate no. ON 101 / 21.02.2020.

CNCIR SA, through the CNCIR CERT certification body, is notified to the European Commission having assigned the number NB 2558 and applies the CE 2558 conformity marking.

CNCIR S.A. performs the conformity assessment of pressure equipment in accordance with the provisions of European Directive 2014/68/EU – “PED” (Pressure Equipment Directive), transposed into Romanian legislation by GD 123/2015, for:

• Pressure Vessels;
• Pressure equipment with burner or otherwise heated where there is a danger of overheating, intended for the production of steam or hot water at a temperature higher than 110 ºC and having a volume of more than 2 litres, as well as pressure cookers;
• Piping;
• Safety accessories;
• Pressure accessories;
• Assemblies;
• Approval of welding procedures.

The system of assessment and certification of pressure equipment provides for the application of conformity assessment modules, at the choice of the manufacturer, for the categories of pressure equipment, as follows:

• Category I = module A
• Category II = modules A2, D1, E1
• Category III = modules B (type of project) + D, B (type of project) + F, B (type of project) + E, B (type of project) + F, G, H1
• Category IV = modules B (type of project) +D, B (type of project) + F, G, H1.

The conformity assessment procedure for pressure equipment, in order to apply the CE conformity marking, is established according to the classification category of the equipment provided in art. 13 of GD 123/2015 respectively European Directive 2014/68/EU.

 

5. PERSONNEL CERTIFICATION

 

 CNCIR CERT is a Certification Body according to the EN ISO / CEI 17024:2012 – “Conformity assessment – General requirements for bodies operating certification of persons” standard, competent to carry out the certification activity in the following fields:

• Personnel for non-destructive examinations END according to the reference EN ISO 9712:2022 – “Non-destructive testing – Qualification and certification of NDT personnel”, covering the competence in one or more examination methods, as follows:
– Examination with magnetic powders
– Examination with penetrating liquids
– Radiographic examination
– Ultrasound examination
– Visual examination (direct visual examinations with the naked eye are excluded and the ones performed during the application of another END method).
• Welding personnel according to the reference SR EN ISO 9606-1:2017 – “Qualification testing of welders – Fusion welding – Part 1: Steels”, covering the competence in one or more welding processes, as follows:

– 111 electric arc welding (electric arc welding with coated electrode);
– 114 electric arc welding with self-protective tubular wire;
– 121 welding under flux layer with electrode – wire (semi-machined);
– 125 welding under flux layer with electrode – tubular wire
– 131 electric arc welding with fuse electrode in inert gas medium (MIG);
– 135 electric arc welding with electrode fusible in active gas medium (MAG);
– 136 MAG welding with tubular wire with flux core;
– 138 MAG welding with tubular wire with metal powder core;
– 141 electric arc welding in inert gas medium with tungsten electrode, WIG welding (TIG);
– 142 WIG welding (TIG) with autogenous arc (without additive material);
– 143 WIG welding (TIG) with tubular wire / rod;
– 145 WIG welding (TIG) with reducing gas and solid wire / rod;
– 15 plasma welding;
– 311 oxyacetylene welding.

Welding personnel according to the reference EN 13067:2020 – “Plastics welding personnel – Qualification of welders – Thermoplastics welded assemblies”, covering the competence in one or more welding processes, as follows:

–    SD butt welding with straight heating element;-    SRM electrofusion welding of overlapping joints with sleeve;-    SRS electrofusion welding of saddle type joints (branch).

The persons certification activity was accredited by RENAR through the initial Accreditation Certificate no. PS 086 of 12.12.2018 and Certificate no. ON 053 of 02.11.2016, notified to the European Commission under number NB 2558.

  

6. CERTIFICATION OF AMUSEMENT EQUIPMENT

 

CNCIR S.A., through the CNCIR CERT Certification Body, provides on the competitive market certification services in accordance with G.D. no. 435 of April 28, 2010 on the regime of placing on the market and operation of leisure equipment, and the designation by Order of the Ministry of Economy, Energy and Business Environment no. 445 / 12.02.2020:

• Certification of equipment for playgrounds and
• Certification of equipment for amusement parks.

Types and subtypes of equipment:
• Equipment in playgrounds intended for individual or collective use by children
– swings;
– slides;
– simple cable transport equipment;
– oscillating equipment;
– fully enclosed play equipment in the form of a structure;
– equipment in the form of three-dimensional structure;
– inflatable play equipment.
• Equipment and structures for fairs and amusement parks which include structures and machines that are either integral parts of the leisure equipment or constitute the leisure equipment itself:
– Roller coaster with vehicles on rails etc.;
– platforms, ramps, floors, stairs, walkways;

– self-guided equipment or channels etc.;

– installations with motor-driven vehicles;

• Any other type of equipment designed and executed in accordance with the European standards in force or company standard

 

Certification Cycle

The duration of the certification cycle is three years, with annual inspections to ascertain the preservation of the certification criteria.

  

7. CERTIFICATION OF LIFTS AND SAFETY COMPONENTS FOR LIFTS

• Conformity assessment of the conditions for the placing on the market or putting into service of lifts and for the making available on the market of safety components for:
– lifts for people;
– lifts for people and goods;
– goods lifts, if there is access to the transport support.
• The assessment of the conformity of lifts and safety components for lifts may be carried out as follows:
– Conformity to type based on production quality assurance for lifts – Module D;
– Conformity to type based on product quality assurance for lifts – Module E;
– Conformity based on unit lift verification – Module G;
– Compliance based on total quality assurance plus design examination for lifts – Module H1.

8. CERTIFICATION OF TEHNICAL EQUIPMENTS MACHINERY

• Conformity assessment of technical equipment (machinery) in accordance with the provisions of European Directive 2006/42 / EC, for:
– Presses, including bending presses, for cold working of metal, with manual loading and / or unloading, with a stroke of the movable part of the drive of more than 6 mm and a speed of more than 30 mm / s;
– Elevators for servicing vehicles;
– Devices for lifting persons or persons and goods involving the risk of falling from a distance of more than three meters vertically.

 9. Management Systems Certification

 CNCIR SA, through CNCIR CERT, added to the portfolio of services the Certification of Management Systems. CNCIR CERT, through the Management Systems Certification Body (OCSM) offers certification services for the following management systems:
